Mayor appoints new finance director | City brief

Scott Morgan has been appointed as Mukilteo’s new finance director.

The City Council unanimously confirmed his appointment on July 7. Morgan’s first day of work will be July 16. He replaces Scott James, who left March 13 to work for the city of Edmonds.

“I’ll provide you (the council) with information you feel you need to have to make good financial decisions,” Morgan said. “That’s my pledge to you.”

Morgan was the finance director for Rancho Mirage, Calif. and was promoted to director of administrative services.

He also worked as a treasury and fiscal administrator for Simi Valley, Calif., finance director-treasurer for Villa Park, Ill. and principal administrative analyst for Ventura County in California. Morgan was also an auditor and police officer in Ventura County.

He has bachelor’s degrees in business and accounting from Washington State University and a master’s degree in public administration from the University of Southern California. He is also a licensed and certified public accountant in California.

Morgan has come out of retirement to work for the city of Mukilteo. He retired in 2012, though he still kept busy: He was as an investment adviser in Palm Springs, Calif. and worked for a private company that provides sales tax information to California cities.

“I have no interest in being retired,” he said. “I have had a very satisfying career in local government. I’m not interested in that coming to an end.”

Since March, city accountant Carl Grimes served as the interim finance director.

Morgan said he looks forward to continuing James’ work on the city’s Long Range Financial Plan.

“I appreciate your vote of confidence,” he said. “Your previous finance director, Scott James, was very highly regarded here at the city. Those are some big shoes to fill, and I will do the best that I can to fill those shoes and be the type of finance director you want and deserve.”
